The turbine and compressor work together. Its presence describes one form of forced induction; the specific characteristics depend on the engine and control-system design.
Example
When comparing two imaginary engines, saying that one has a turbo describes its architecture; its documented power and torque figures are still needed.
Why it matters to you
It helps explain an engine designation and avoid conclusions based only on a marketing label.
Common points of confusion
Not all compressors are turbochargers. Having a turbo does not determine a fuel-consumption figure or make all versions equivalent.
